What changes in Panama City
Agency in Panama is dominated by canal transit. Booking a slot, managing the transit itself, coordinating pilotage and handling the associated documentation is a distinct discipline, and transit scheduling has become more consequential during periods when draft restrictions and slot availability have been constrained.
Separately, Balboa and Colón handle container and general cargo, and both ends of the canal support bunkering, stores and crew changes for transiting vessels that have no cargo interest in Panama.
- Canal transit booking and slot management is the dominant agency discipline.
- Draft restrictions and slot availability have been constrained in some periods — plan rather than assume.
- Balboa and Colón handle container and general cargo alongside transit services.
- Bunkers, stores and crew changes are commonly taken at either canal end.
- Transit-related documentation is specific and unforgiving of errors.

The Panama City cluster
Panama's maritime economy rests on two things: the largest open register in the world and the canal. The register drives a global network of consulates and authorised organisations handling documentation, seafarer endorsements and certification; the canal drives transit booking, agency and a bunkering market. Most Panama-flagged tonnage never calls at Panama.
- Largest open ship register
- Canal transit and slot booking
- Seafarer certificate endorsement at scale
- Bunkering and agency at both canal ends
The fundamentals
Port costs are one of the largest voyage cost lines and one of the least examined. Money moves through an agent, in a foreign jurisdiction, in a currency the operator may not hold, against tariffs the operator has never seen, under time pressure — and then a final account arrives weeks later with charges nobody can identify.
Where the charterer nominates the agent — common on voyage business — the owner should consider appointing a protecting agent. The cost is small; the value is having someone in port whose duty is to the owner when a dispute over laytime, cargo condition or port charges arises.
This is the shared explanation, common to every market. The full treatment is in Port Agency and Disbursement Accounts: Getting Control of Port Costs.
Frequently asked questions
How far ahead should a canal transit be booked?
As early as the fixture allows. Slot availability and any draft restrictions in force directly affect routing economics, and a transit that cannot be booked when needed may make an alternative routing the better commercial decision.
Can a vessel take services during a canal transit?
Bunkers, stores and crew changes are routinely arranged at either canal end. Many vessels use the transit as a service opportunity, since they are stopping in the area regardless.
