What changes in Valletta
Malta's port activity splits between the Grand Harbour, which handles cruise, general cargo and ship repair, and Marsaxlokk, where the Freeport operates as a container transhipment hub. They are different businesses with different agency requirements.
The island's central Mediterranean position also makes it a bunkering and services call for vessels transiting between Suez and Gibraltar, which generates agency work for vessels that have no cargo interest in Malta at all.
- Grand Harbour handles cruise, general cargo and ship repair; Marsaxlokk handles container transhipment.
- Central Mediterranean position generates transit calls for bunkers and services.
- Ship repair facilities in the Grand Harbour support afloat and drydock work.
- EU procedures and charges apply.
- Many calls have no Maltese cargo interest — they are position calls.

The Valletta cluster
Malta's maritime economy is built on registration and the professional services attached to it: corporate structuring, yacht registration, marine legal work and a freeport transhipment terminal. As an EU register it carries EU obligations, and its scale means Malta-flagged tonnage appears disproportionately in Paris MoU statistics simply because there is so much of it.
- Largest EU ship register
- Commercial and private yacht registration
- Transhipment through Malta Freeport
- Maritime legal and corporate services
The fundamentals
Port costs are one of the largest voyage cost lines and one of the least examined. Money moves through an agent, in a foreign jurisdiction, in a currency the operator may not hold, against tariffs the operator has never seen, under time pressure — and then a final account arrives weeks later with charges nobody can identify.
Where the charterer nominates the agent — common on voyage business — the owner should consider appointing a protecting agent. The cost is small; the value is having someone in port whose duty is to the owner when a dispute over laytime, cargo condition or port charges arises.
This is the shared explanation, common to every market. The full treatment is in Port Agency and Disbursement Accounts: Getting Control of Port Costs.
Frequently asked questions
Why do vessels call at Malta without cargo?
Position. Malta sits in the middle of the Mediterranean on the Suez–Gibraltar routing, which makes it a convenient point to take bunkers, stores, crew or repairs without a significant deviation.
Are the Grand Harbour and Marsaxlokk the same port?
Operationally they are quite different. Marsaxlokk hosts the Freeport container transhipment terminal; the Grand Harbour handles cruise, general cargo and ship repair. The cargo determines which one a vessel uses.
