What changes in Houston

Houston generates more demurrage exposure than any other US port, and the cause is the ship channel. Fog closures produce queues measured in days, and because the channel is a shared resource every vessel in the system is affected at once rather than one berth being blocked.

The second driver is lightering. A deep-draft tanker that must discharge part cargo offshore before transiting has an entire operation ahead of its berth, with its own weather dependency. Laytime treatment of lightering time is a recurring dispute and should be addressed in the charter rather than argued later.

  • Fog closures are the single largest demurrage driver — model them as routine, not exceptional.
  • Channel closures affect every vessel simultaneously, so queues clear slowly.
  • Lightering time ahead of the transit needs express charter treatment.
  • Terminal position along the channel changes transit time within the same call.
  • Two-way traffic management can extend waiting beyond the closure itself.

The Houston cluster

Houston is the operational centre of US Gulf energy export: crude, refined products, LPG and petrochemicals, with the agency, surveying and lightering infrastructure that trade requires. The regulatory environment is distinct — the USCG runs its own inspection regime with its own targeting and its own consequences, and it does not participate in the MoU structure.

  • US Gulf energy export volume
  • Deep agency and surveying capability
  • Lightering and terminal operations
  • Chemical and product tanker trades

The fundamentals

Demurrage is compensation for time the vessel spent waiting beyond the agreed allowance. The money has, in a real sense, already been earned — the ship has already sat there. Losing the claim afterwards, on documentation or a time bar, is the purest form of avoidable loss in shipping.

This is the shared explanation, common to every market. The full treatment is in Demurrage and Laytime: How Owners Lose Valid Claims.

Frequently asked questions

How serious are Houston fog delays?

Serious enough to be the dominant demurrage driver on the US Gulf. Closures produce queues that take days to clear, and because the ship channel is shared, every vessel is affected simultaneously rather than one berth being blocked.

How should lightering time be handled in the charter?

Expressly. A deep-draft tanker lightering offshore before transit has an additional weather-dependent operation ahead of the berth, and whether that time counts as laytime is a recurring dispute that is far cheaper to settle at fixture.
