What actually changed

For most of shipping's digital history, bandwidth was the constraint that shaped everything. Systems were designed around batched, compressed, expensive transfers. Crew internet was metered by the megabyte. Performance data was a noon report because a noon report was what fitted through the pipe.

Low-earth-orbit satellite services changed that. "Starlink maritime" appears in worldwide search data with steady interest and positive month-on-month movement, which is unusual for a term that is essentially a piece of shipboard infrastructure.

What it enables operationally

Continuous performance monitoring. High-frequency sensor data can now reach shore in near real time, making hull performance management, engine condition trending and fuel optimisation practical on ordinary cargo tonnage rather than only on flagship vessels.

Remote diagnostics and support. Makers and shore engineers can see the machinery data, and increasingly the machinery, without flying someone to the ship. This shortens repairs and reduces travel cost.

Remote survey and inspection. Class societies and some inspection regimes accept remote attendance for certain items, supported by live video.

Emissions compliance in near real time. EU ETS and FuelEU accounting depend on fuel and voyage data. Getting it ashore continuously, rather than in monthly batches, makes the compliance position visible while it can still be managed.

Better crew management. Certificate checks, payroll queries, training delivery and telemedicine all become practical.

What it enables for crew

This is the part that matters most for retention. Contact with family is consistently among the highest-ranked quality-of-life factors for seafarers, and in a market short 39,100 certificated officers, connectivity is now a factor in choosing which company to sail with.

Practical guidance:

  1. Treat bandwidth as infrastructure, not a benefit to be rationed
  2. Do not meter so tightly that a video call is a financial decision
  3. Provide access in cabins, not only in a common area
  4. Do not use connectivity as a disciplinary lever — withdrawing it is corrosive
  5. Recognise it in recruitment; candidates ask, and the answer is noticed

The 2025 MLC amendments strengthen seafarer welfare obligations more broadly, with entry into force expected in late December 2027, and the direction of travel on connectivity as a welfare expectation is clear.

The security consequence

More bandwidth means a larger attack surface. A ship that once had a narrow, metered link now has a broadband connection used simultaneously by crew devices, business systems and — if the network is badly designed — operational technology.

IACS UR E26 and E27 apply to ships contracted for construction on or after 1 July 2024; existing ships remain subject to the ISM Code requirement to address cyber risk in the safety management system.

Choosing a connectivity setup

  1. Hybrid, not single-source. LEO as primary with a proven fallback service for resilience.
  2. Contract terms covering coverage gaps, service levels and data allowances.
  3. Prioritisation so that operational and safety traffic is not degraded by crew use.
  4. Segregated networks from day one — retrofitting segregation is much harder.
  5. Realistic crew allowance that reflects the retention value.
  6. Regulatory carriage requirements unaffected — GMDSS and mandated communications equipment remain required regardless of what else is fitted.
