What the cluster does
Dubai is a commercial and trading base rather than a technical management centre. Its concentration is in chartering desks, commodity trading houses, ship agency and the back offices of managers whose vessels trade the Gulf and Indian Ocean. The free-zone structure — DMCC, JAFZA and Dubai Maritime City — is the reason most offices are located where they are, and it determines what kind of entity a company can establish and how it is taxed.

- Regional back-office management
