What changes in Dubai
Dubai is a crew management coordination point rather than a supply market. The seafarers are recruited in Manila, Mumbai, Jakarta and increasingly across Eastern Europe; what happens in Dubai is planning, contracting, payroll administration and travel coordination for fleets trading the Gulf and Indian Ocean.
The distinctive local factor is money movement. Dubai's position makes USD settlement straightforward and remittance corridors to South and Southeast Asia are well served, but correspondent banking scrutiny on Gulf-region shipping counterparties has tightened considerably. Crew payroll that routes through an entity also handling trading flows will attract questions it would not attract elsewhere.
- Recruitment happens elsewhere; Dubai handles planning, contracts, payroll and travel coordination.
- Remittance corridors to the Philippines and India are strong, but separate crew payroll flows from trading flows to avoid correspondent banking friction.
- Crew change through Dubai airports is reliable and well connected — one of the genuine operational advantages of the base.
- MLC obligations follow the flag and the seafarer employment agreement, not the location of the manager's office.

The Dubai cluster
Dubai is a commercial and trading base rather than a technical management centre. Its concentration is in chartering desks, commodity trading houses, ship agency and the back offices of managers whose vessels trade the Gulf and Indian Ocean. The free-zone structure — DMCC, JAFZA and Dubai Maritime City — is the reason most offices are located where they are, and it determines what kind of entity a company can establish and how it is taxed.
- Chartering and commodity trading
- Ship agency and husbandry
- Regional back-office management
- Access to Indian Ocean and Gulf trades
The fundamentals
Crew is 40–48% of vessel operating cost and the binding constraint on fleet growth. Yet crewing is the function most often still run on a combination of a legacy database, a spreadsheet of reliefs, and a WhatsApp group.
With a global shortfall of 39,100 STCW-certified officers and a requirement for 113,735 more by 2030, the cost of getting crewing administration wrong has changed. A seafarer who has a bad experience with your payroll does not complain — they take the next contract with someone else, and in this market there is always a next contract.
This is the shared explanation, common to every market. The full treatment is in Crew Management Software: Payroll, Certificates and Planning in One Record.
Frequently asked questions
Can a Dubai entity employ seafarers directly?
The employment structure depends on the flag, the seafarer employment agreement and the entity's licensed activities. Many Dubai-based managers contract through licensed manning agencies in the supply country rather than employing directly, which also keeps the arrangement aligned with MLC recruitment requirements.
Why does crew payroll from Dubai sometimes get delayed?
Usually correspondent banking screening rather than anything local. Payments from an entity that also handles trading flows in scrutinised commodities attract additional checks. Separating crew payroll into a dedicated flow with clear documentation is the practical fix.
