
The regulatory frame
Chemical tankers carry the most operationally demanding cargoes in commercial shipping. A parcel tanker may load twenty different products into twenty segregated tanks, each with its own compatibility rules, temperature requirements, coating limitations and cleaning regime — and each with a cargo owner who will reject the parcel on a laboratory result.

MARPOL Annex II categorises noxious liquid substances (X, Y, Z and OS) and sets prewash and discharge requirements accordingly. The Procedures and Arrangements Manual is the operative document on board, and it is one of the first things an inspector will open.
Tank coatings: the constraint everything else works around

Coating condition is the asset. A vessel whose zinc silicate tanks have been degraded by a careless cargo sequence has permanently lost trading flexibility, and the loss shows up in every subsequent fixture. Cargo acceptance is therefore a technical decision, not only a commercial one — and the manager must have an unambiguous right to refuse a cargo the coating cannot take.
Compatibility and segregation
The practical checks before every parcel:
- Cargo compatibility with the tank coating, verified against the manufacturer's resistance list
- Compatibility with the previous cargo and any residue
- Compatibility with adjacent cargoes across a common bulkhead
- Piping and pump segregation — no shared lines without positive separation
- Heating requirements and their effect on adjacent parcels
- Inhibitor certificates for cargoes requiring inhibition, with validity covering the voyage
- Nitrogen or inert requirements
- Vapour return and venting arrangements
Any one of those, missed, can produce a contaminated parcel — and the resulting claim is usually the value of the cargo, not the value of the freight.
Tank cleaning: the segment's operational economics
Time dominates. A cleaning operation that takes two days rather than one costs a full day of earnings plus the consumables. That is why cleaning planning belongs in the voyage estimate at fixture stage, and why an experienced chemical tanker manager is worth a premium — the difference between a well-planned and a poorly-planned cleaning sequence across a year is measured in weeks of vessel time.
Discipline that reduces cost:
- Plan the cargo sequence so that cleaning requirements step down, not up
- Recover and reuse cleaning media where the cargo permits
- Use wall-wash test results, not opinion, to decide when cleaning is complete
- Manage slop generation deliberately; disposal is expensive and port-dependent
- Record everything — cleaning logs defend against subsequent contamination claims
CDI and vetting
Chemical tankers are inspected under CDI as well as being subject to the general tanker vetting environment. As with SIRE 2.0 on oil tankers, the direction of travel is toward assessing crew understanding rather than document presence. A crew that can explain the Procedures and Arrangements Manual, the inhibitor regime and the cleaning plan will outperform one that can only produce them.
Crew competency
Chemical tanker officers require STCW basic and advanced chemical tanker cargo operations training, plus real experience. The competency demand is unusually broad: chemistry, cargo calculations, coating knowledge, pump and line systems, and personal protective discipline for genuinely hazardous substances.
Against a global shortfall of 39,100 certificated officers, the chemical-experienced pool is correspondingly tighter. Retention of experienced cargo officers is the segment's most valuable asset, and the question to ask any chemical tanker manager is how many of their chief officers have more than five years on parcel tankers.
Safety: the personal exposure
Chemical tanker crews work with substances that are toxic, corrosive, flammable or all three. Management essentials: correct PPE with verified fit, gas detection and calibration discipline, enclosed space entry procedures applied without exception, medical response capability including the correct antidotes where required, and drills that reflect the actual cargoes carried.
Under MLC 2006, personal protective equipment must fit the seafarer — a point reinforced by recent attention to PPE sizing for a diverse workforce. On a chemical tanker this is not an administrative nicety; ill-fitting protective equipment is failed protective equipment.
